Bénin government launches operation to regularise civil servant salaries and career advancements

Great news for Bénin’s civil servants: the government has launched a major initiative to resolve salary and career advancement delays. This decision brings relief to thousands of state employees who have been waiting for their rightful promotions and back pay.

Operation to clear advancement backlogs

In a circular dated June 5, 2026, the deputy secretary general of the Ministry of Finance, Léa Estelle Honfo Akpovo, announced the start of a comprehensive operation to finally address outstanding advancement issues in the public service. The operation runs throughout June 2026 and covers all promotions that were due to take effect by December 31, 2026, or earlier.

What this means for civil servants

Under this initiative led by Minister of Economy and Finance Romuald Wadagni, the state will correct workers’ situations in two key ways:

  • Career updates: All stalled files will be processed and signed, ensuring each employee receives the grade or step they deserve.
  • Payment of back wages: Salary increases and arrears related to these advancements will be disbursed to beneficiaries.

To ensure efficiency and transparency, the government is using a new modern software system: the Integrated Human Resources and Payroll Management System (SIGRHP). This tool enables faster, fairer, and more transparent file management.

By taking this step, Minister Romuald Wadagni demonstrates that state modernisation does not come at the expense of workers but rather aims to provide them with greater financial security.

No time to waste

The government intends to move quickly and efficiently. All ministry and institution heads are instructed to immediately compile the files of affected employees. They must submit the list of civil servants entitled to advancement (for 2026 and prior years) to the General Directorate of the Public Service without delay.

This sense of urgency from the ministry underscores the authorities’ determination to resolve state employees’ issues once and for all, so that everyone receives the compensation they have earned.
