In a crucial gathering held on Friday, June 5, 2026, in Lomé, the Local Development Committee (CLD) convened to assess the robust partnership between Togo and France. This vital meeting focused on reviewing the progress of solidarity and sustainable investments while simultaneously outlining the strategic directions for their collaborative efforts spanning the 2026-2028 period.
Serving as a key consultation platform, the CLD brings together representatives from ‘Team France’ in Togo and their Togolese counterparts. Its primary objective is to enhance the coordination of development initiatives, ensuring they align seamlessly with Togo’s national priorities.
Significant strides in education, training, and social cohesion
Over recent years, this dynamic partnership has yielded numerous achievements across critical sectors, including education, professional training, territorial development, fostering entrepreneurship, and strengthening social cohesion within the nation.
Within the higher education landscape, pivotal actions include instrumental support for establishing the Togo Polytechnic School and the awarding of 95 scholarships by the French government to deserving Togolese students. Furthermore, the ‘Études en France’ program saw remarkable participation, welcoming over 8,200 individuals in 2025, bolstered by the inauguration of new Campus France centers in both Lomé and Kara.
The accredited French education network has also experienced substantial growth, expanding its reach from 857 students four years ago to now serving more than 2,500 learners.
Over 17,000 individuals empowered through cultural and sports initiatives
Through robust support for cultural and creative industries, initiatives have successfully engaged over 17,000 spectators, provided training to more than 350 beneficiaries, and facilitated 24 artistic residencies, fostering vibrant cultural exchange.
France has also played a crucial role in supporting Togo’s decentralization process by assisting in the establishment of the National Agency for the Training of Local Authorities (ANFCT).
€395 million committed to vital sectors
The Agence Française de Développement (AFD) has notably committed approximately 395 million euros towards various foundational projects across Togo.
These significant investments have directly enhanced access to potable water for over 552,000 individuals and provided electricity access to approximately 125,000 beneficiaries. Furthermore, they have been instrumental in modernizing 49 technical and vocational training centers, boosting skills development.
Beyond urban improvements, over 600 kilometers of rural tracks have been either constructed or rehabilitated, directly benefiting more than 500,000 agricultural producers across the nation.
Three strategic priorities for 2026-2028 cooperation
Looking ahead to the next three years, ‘Team France’ plans to continue its steadfast support, focusing on three pivotal areas: fostering inclusive, job-creating economic growth; improving access to essential infrastructure and services; and strengthening governance, human rights, and social cohesion.
Particular emphasis will be placed on enhancing youth employability, stimulating private sector development, promoting entrepreneurship, and reinforcing local governance dynamics, crucial for sustainable progress.
The Local Development Committee additionally reaffirmed the critical importance of transversal priorities, specifically advocating for gender equality and providing reinforced support to the Savanes region.
