The Moroccan Ministry of Equipment and Water, alongside the European Union, Germany, France, and Italy, has launched a groundbreaking €348 million (3.7 billion Moroccan dirhams) initiative to bolster the country’s National Water Policy.
This pioneering program operates under the Team Europe approach, combining a €48 million EU grant with three low-interest loans of €100 million each. Funding is provided by the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW), with AFD leading the consortium.
The initiative focuses on four key priorities to safeguard Morocco’s water resources amid climate challenges:
- Enhancing water resource assessment to address climate change impacts
- Strengthening resilience against extreme weather events like droughts and floods
- Protecting water quality and biodiversity
- Preserving underground water reserves
This EU-backed support aligns with the Morocco-EU Green Partnership, signed in October 2022, and the Mediterranean Pact, adopted in November 2025, which prioritize climate resilience and sustainable water management as shared objectives.
The program complements Morocco’s existing efforts, including its National Water Plan and the 2020-2027 National Drinking Water and Irrigation Supply Program (PNAEPI).
