Morocco’s parliament strengthens diplomatic influence through strategic partnerships

The Chamber of Representatives has placed foreign relations and parliamentary diplomacy at the heart of its activities throughout the 11th legislature. This was emphasized by Rachid Talbi Alami, President of the Chamber, during the closing of the second session of the 2025-2026 legislative year.
Strengthening Morocco’s diplomatic standing on the Sahara issue
In his address, Talbi Alami underscored that Morocco’s parliamentary diplomacy is guided by a rigorous political and diplomatic strategy, particularly concerning the Sahara question. He described this issue as the cornerstone of Morocco’s foreign policy and the primary factor influencing the Kingdom’s international partnerships.
He highlighted the adoption of UN Security Council Resolution 2797 on July 31, 2025, which he described as a pivotal turning point in addressing the Sahara dispute. According to him, the resolution reinforced Morocco’s position by acknowledging the historical legitimacy of the region and bolstering international support for the Kingdom’s historical rights over its southern provinces.
Expanding parliamentary diplomacy in Africa and beyond
Talbi Alami also emphasized the Chamber’s role in supporting Morocco’s major royal initiatives on both the international and African stages. He specifically mentioned initiatives aimed at African Atlantic coastal states and efforts to facilitate access to the Atlantic Ocean for landlocked African countries.
The President of the Chamber reiterated Morocco’s commitment to peace, coexistence, and environmental protection, highlighting the Kingdom’s hosting of numerous international congresses and forums. These events have resulted in the adoption of 11 key international parliamentary documents, including global declarations, during the current legislature.
Forging stronger partnerships through cooperation
Talbi Alami stressed the importance of building on these achievements by strengthening Morocco’s presence within multilateral parliamentary organizations. He also advocated for the development of bilateral cooperation through agreements and forums designed to foster sustainable partnerships and mutual trust.
The Chamber’s international cooperation programs have played a crucial role in creating new dialogue spaces, exchanging best practices with leading parliaments, sharing expertise, and promoting Morocco’s democratic model. Talbi Alami noted that the Chamber is among the few parliaments worldwide to have developed, adopted, and published practical guides and reference documents on parliamentary action through a comparative approach.
