Five months following its official establishment, Chad’s Permanent Framework for Political Dialogue (CPDP) has broken its silence. During a press briefing held this Saturday, June 13, 2026, its president, Pahimi Padacké Albert, unveiled a comprehensive roadmap designed to guide the body’s future endeavors. The primary goal is clear: to rebuild confidence and permanently stabilize the democratic landscape in Chad.

A framework designed to cultivate trust

Mr. Padacké Albert revisited the origins of the CPDP, highlighting its creation from the Political Accord Protocol of May 13, 2025. He emphasized that the framework unites all legally recognized political parties across Chad. Comprising a balanced coordination of thirty members—fifteen from the presidential majority and fifteen from the democratic opposition—the CPDP aims to serve as a crucial catalyst for essential political reconciliation.

“Without a calm and serene political environment, without a consensual reform of the electoral system, and without an inclusive approach, no political dialogue can sustainably restore trust,” asserted the CPDP president.

Three strategic pillars for profound reform

This operational guide, as the roadmap is described, is structured around three core objectives:

  • Electoral System Reform: This represents the top priority. It involves a complete overhaul of electoral bodies, a revision of the electoral code, a re-evaluation of National Assembly seat distribution, the method for appointing senators, as well as territorial demarcation and the status of the opposition. The overarching aim is to align electoral rules with international standards of transparency.
  • Accompanying Measures: This pillar focuses on safeguarding the electoral process through the establishment of a reliable voter registry and ensuring equitable funding for political parties.
  • Cross-cutting Actions: The CPDP is committed to continuity and inclusivity, mobilizing state institutions and technical and financial partners, while also maintaining ongoing dialogue with political parties that did not initially sign the protocol.

An appeal for citizen engagement

To realize these ambitious goals, Senator Padacké Albert underscored the critical need for “strong political will” at every level of governance. He also issued an urgent appeal to media outlets, encouraging them to widely disseminate this roadmap so that every Chadian citizen can fully grasp the CPDP’s mandate and planned actions.

The CPDP now plans to translate these objectives into a detailed action plan, complete with precise implementation modalities and a defined timeline. The crucial question remains whether this commitment to dialogue, championed by the coordination, will succeed in dissipating persistent tensions and permanently fostering serenity within Chad’s political class.
