Côte d’Ivoire approves national territory planning framework for 2045

Under the leadership of Dr. Souleymane DIARRASSOUBA, Côte d’Ivoire’s Minister of Planning and Development, a pivotal national workshop was held this week in Abidjan to validate the study for the National Land Use Planning Scheme (SNAT CI-2045). The event brought together key stakeholders including government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.

The validation marks a critical milestone toward adopting Côte d’Ivoire’s first national territorial planning reference framework. Once finalized, the SNAT CI-2045 will provide the state with a comprehensive tool to guide public and private investments, enhance the effectiveness of government actions, and promote balanced regional development across the country.

Guided by President Alassane Ouattara’s strategic vision, the Government continues to strengthen its national framework for strategic planning. This initiative is designed to support the country’s ongoing economic, social, and environmental transformations, with territorial planning playing a central role in achieving these goals.

Effective land use planning ensures a more balanced distribution of investments, unlocks the potential of each region, and strengthens the coherence of development policies. The SNAT CI-2045 will serve as the long-term spatial development framework, defining the strategic location of public and private investments while aligning the efforts of the State, local governments, and development actors. Each region will be assigned specific development priorities tailored to its unique strengths and challenges.

The validated framework reflects the culmination of a rigorous, multi-scale consultation process that combined scientific analysis with inclusive participation. Grounded in a detailed assessment of the national territory, the plan addresses pressing challenges such as reducing regional disparities, managing urban growth, enhancing territorial competitiveness, improving local governance, safeguarding natural resources, and deepening regional integration.

The SNAT CI-2045 embodies a bold vision: a Côte d’Ivoire of resilient, competitive, and prosperous territories where shared growth is a reality. The scheme is structured around five strategic pillars: balanced territorial development, optimized urban-rural networks, stronger territorial governance, a high-performance, resilient, and inclusive economy, and accelerated climate transition.

Following the workshop, the draft scheme will be submitted to the Government for review before being presented to Parliament for adoption into law. Once enacted, Côte d’Ivoire will possess its first national territorial planning reference, empowering the State to direct investments toward regions where their impact will be most transformative and foster a more balanced national development trajectory.
