Ouagadougou — After four years leading the World Health Organization (WHO) representation in Burkina Faso, Dr Seydou Coulibaly is set to depart. His tenure was defined by an innovative approach, unwavering dedication to public health, and collaborative leadership that bolstered local teams and strengthened national partnerships.

Dr Coulibaly emphasized his commitment to aligning WHO’s support with Burkina Faso’s health priorities. To achieve this, he and his team focused on mobilizing financial resources to bolster government-led initiatives. “Since taking office, I’ve secured over $42 million USD through bilateral and multilateral partnerships, enabling us to fully operationalize our efforts and support the government in enhancing population health outcomes. The results are now evident,” he noted.

The WHO representative fostered deep collaboration with Burkina Faso’s government, particularly the Ministry of Health. During the WHO Africa Regional Director’s visit on March 25, Health Minister Dr Lucien Robert Kargougou highlighted the strategic importance of this partnership and the exceptional quality of cooperation. “You have an outstanding representative,” he remarked, praising both the partnership’s strength and Dr Coulibaly’s leadership.

Human-centric leadership at the heart of success

Dr Coulibaly’s methodology stood out for its emphasis on empowering individuals. “I prioritized creating an environment where every team member feels heard and valued, while strengthening collaboration with national partners, the United Nations system, and health sector stakeholders,” he explained. His results-driven projects fostered a culture of performance and engagement, even in challenging circumstances.

Hortense Meda-Traoré, Dr Coulibaly’s assistant, shared: “What struck me most was his humility, active listening, and encouragement of initiative. With his trust, I worked confidently and efficiently, achieving objectives effortlessly. He’s truly a sociable leader.”

Dr Moyenga Laurent, an administrator overseeing communicable and non-communicable diseases, added: “His leadership shines through transparency and clear communication. He supported my achievements, particularly in combating these diseases. His guidance in implementing the WHO’s PEN package for non-communicable diseases and reviewing malaria programs mobilized international experts and shaped the new strategic plan. I’m deeply grateful for his help in overcoming key bottlenecks.”

Dr Coulibaly excelled in coordination roles, building stronger relationships to unlock additional funding for program implementation. Maurice Azonnankpo, Acting UN System Coordinator in Burkina Faso, noted: “Your commitment, team spirit, and collaborative excellence have been pivotal in strengthening our joint efforts and delivering remarkable results for communities—acknowledged both nationally and regionally.”

Seibou Coulibaly, First Vice-President of the Global Fund’s Country Coordinating Mechanism for HIV/AIDS, tuberculosis, and malaria, echoed this sentiment: “Your consistent support and professionalism have driven the progress we’ve witnessed in recent years. I commend your dedication and the strong partnerships you’ve cultivated.”

Looking ahead: a legacy of innovation and collaboration

As his mandate concludes in Burkina Faso, Dr Coulibaly leaves a message of hope, continuity, and advocacy: “We’ve made significant strides, elevating the WHO’s mission. I urge the preservation of these gains and call for greater innovation to enhance the organization’s impact. Strengthening human resources is critical for sustaining progress. Let’s optimize available resources, foster cohesion within teams, and promote a culture of listening and collaboration.”

Dr Seydou Coulibaly’s tenure in Burkina Faso will be remembered for its profound impact. Colleagues agree his legacy will endure through the programs he championed and the teams he inspired.
