Sahel governments intensify crackdown on human rights defenders
The Burkina Faso, Mali, Niger and Chad have witnessed a dramatic deterioration in civic freedoms over recent years, with human rights defenders increasingly targeted by state repression. The Observatoire pour la protection des défenseurs des droits humains (a joint initiative of the International Federation for Human Rights (FIDH) and the World Organisation Against Torture (OMCT)) has documented 61 cases of severe violations against defenders across these nations since 2020.
Its latest report, released in February 2025, reveals how regional governments are deploying coordinated strategies to silence dissent, including arbitrary arrests, enforced disappearances and systematic judicial harassment. These tactics not only violate international law but also undermine democratic aspirations throughout the Sahel.
common repression tactics in Sahel regimes
The study identifies disturbing patterns of abuse shared by all four governments:
- Judicial weaponization: Targeted defenders face constant court proceedings without legitimate cause
- Physical repression: Kidnappings, torture and forced disappearances have become routine
- Digital surveillance: Online harassment and threats are systematically used to intimidate activists
- Institutional restrictions: Independent media outlets are dissolved while peaceful protests are violently dispersed
«The documented cases paint a clear picture of state-sponsored repression designed to crush civic space,» explains Drissa Traore, Secretary-General of FIDH. «These governments are betraying their own people and international commitments by systematically violating human rights.»
international obligations ignored
Despite ratifying human rights conventions, the Burkina Faso, Mali, Niger and Chad governments continue to:
- Disregard African Charter on Human and Peoples’ Rights provisions
- Violate UN Declaration on Human Rights Defenders
- Ignore ECOWAS democratic principles
«The international community cannot remain silent while these systematic violations occur,» warns Gerald Staberock, OMCT Secretary-General. «Immediate action is required to halt this repression and restore democratic governance.»
urgent recommendations for regional stakeholders
To address this crisis, the report calls for:
- Immediate release of all arbitrarily detained defenders
- Protection mechanisms for civil society organizations
- Independent investigations into documented abuses
- Sanctions against officials responsible for violations
