Gabon’s fds calls for regulated water truck distribution amid hydric emergency

The Front Démocratique Socialiste (FDS) has voiced its concerns following the government’s declaration of a hydric state of emergency on July 1, 2026. While acknowledging the authorities’ intent to combat illegal potable water trafficking, the party suggests that an immediate cessation of tanker truck distribution might exacerbate existing supply challenges for the populace. Instead of a blanket ban, the FDS advocates for stringent regulation of this vital service.

Just one day after the nationwide hydric emergency was enacted, the Front Démocratique Socialiste, under the leadership of Anges Kevin Nzigou, issued a communiqué on July 2. The party acknowledged the severe water crisis gripping Gabon but expressed reservations regarding specific governmental actions, particularly the confiscation of 55 water tanker trucks and the decision to centralize water distribution through the defense and security forces.

The FDS firmly believes that combating illicit water trafficking is imperative, unequivocally condemning «any form of illegal potable water trafficking, which directly infringes upon the fundamental rights of the population». However, the party argues that the government’s current approach needs to be more attuned to the realities on the ground. The FDS highlights that the immediate discontinuation of water distribution via tanker trucks comes at a time when the conventional water supply network remains inadequate, particularly within the bustling Grand Libreville area.

Despite acknowledging certain irregularities, this alternative distribution method remains crucial for numerous households grappling with persistent water shortages. The communiqué warns, «In the absence of fully operational, immediate substitute solutions, this prohibition risks intensifying the water insecurity faced by citizens». The Front Démocratique Socialiste also questioned the decision to entrust water distribution and billing responsibilities to the defense and security forces, suggesting that such an arrangement necessitates robust control mechanisms to ensure transparency and accountability.

Rather than imposing a sweeping ban, the FDS advocates for implementing a transitional framework to oversee the operations of water tanker truck providers. The party suggests establishing an official accreditation system for distributors, setting controlled price ceilings in consultation with relevant stakeholders, and creating a monitoring mechanism that includes local authorities and civil society organizations.

Furthermore, the FDS recommends focusing specific investigations on fraudulent networks instead of broadly penalizing all operators and consumers reliant on these services.

Beyond immediate emergency responses, the Front Démocratique Socialiste urges the government to prioritize structural solutions. The party strongly advocates for accelerating investments aimed at rehabilitating and modernizing Gabon’s potable water production and distribution infrastructure.

For the FDS, managing this crisis requires a delicate balance between combating illegal practices and ensuring effective access to water for all citizens. «The fundamental right to water must not be jeopardized by ill-prepared measures. On the contrary, it mandates a collaborative, inclusive, and context-specific response», concludes the communiqué signed by the party’s presidency.
