France is redefining its strategic partnership with Morocco through the development of a landmark bilateral treaty. The two nations are collaborating to establish a robust framework for long-term cooperation, designed to address evolving global challenges and strengthen their alliance for decades to come.

French Prime Minister Sébastien Lecornu unveiled this ambitious initiative during a press conference in Rabat on July 16, following the conclusion of the 15th Franco-Moroccan High-Level Meeting. Leading a delegation of twelve French ministers, he engaged with Moroccan counterparts to advance this visionary project.

«We are crafting a first-of-its-kind bilateral treaty that will serve as a model for France’s future agreements beyond the European Union», Lecornu stated, emphasizing the treaty’s transformative potential for bilateral relations.

A joint committee comprising French and Moroccan experts is meticulously drafting the agreement’s content. Rather than merely formalizing diplomatic ties, the treaty aims to establish a unique, stable, and forward-looking framework that will shape the two nations’ shared future.

Expanding horizons: Morocco and France set course for deeper collaboration

This initiative builds upon the momentum generated by French President Emmanuel Macron’s state visit to Morocco in October 2024. Both governments are now focused on implementing the commitments made during that pivotal meeting and launching transformative joint projects across multiple sectors.

The enhanced partnership will prioritize cooperation in key areas including industry, energy, transportation, defense, security, agriculture, culture, and higher education. Facilitating mobility between the two countries—particularly for entrepreneurs and students—remains a central objective of this renewed collaboration.

Lecornu also highlighted the strengthened security cooperation between Moroccan and French authorities in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security agreement is in development to further solidify this vital partnership.

The French Prime Minister reaffirmed France’s unwavering stance on the Sahara issue, describing it as an «inalterable» position. He underscored that this stance would remain consistent and continue to guide France’s engagements with Morocco in all domains.
