France is pushing to establish a fresh framework for its relationship with Morocco, aiming to formalize a long-term bilateral treaty that addresses the evolving challenges of the coming decades. The initiative underscores a shared vision of stability, ambition, and mutual growth between the two nations.

The French government’s proposal was unveiled by Sébastien Lecornu during a high-level meeting in Rabat on July 16, following the 15th Franco-Moroccan High-Level Conference. The French delegation, led by Lecornu and comprising twelve ministers, engaged with their Moroccan counterparts to advance this landmark agreement.

«This is why we are developing a bilateral treaty between our two countries—the first France will sign with a non-European Union nation,» Lecornu stated, emphasizing the treaty’s historic significance and its potential to set a new standard for international partnerships.

A dedicated committee, comprising prominent figures from both nations, is actively drafting the treaty’s content. The document is envisioned not merely as a symbolic gesture of friendship but as a robust, forward-looking framework designed to guide Morocco and France toward a shared future.

A partnership poised for transformation

The treaty builds on the momentum generated during Emmanuel Macron’s state visit to Morocco in October 2024. Both governments are now tasked with translating the commitments made during that visit into tangible initiatives, expanding cooperation across multiple sectors.

Key areas of focus include industry, energy, transportation, defense, security, agriculture, culture, and higher education. Facilitating mobility for entrepreneurs and students is also a priority, reflecting a commitment to fostering people-to-people exchanges.

Lecornu also highlighted the ongoing collaboration between Moroccan and French authorities in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security agreement is in the works to further strengthen this joint effort.

France’s unwavering stance on the Sahara issue was reaffirmed, with Lecornu describing it as «inalienable» and stressing that it remains a cornerstone of France’s policy toward Morocco, guiding all future decisions.
