Togo and EU partnership reaches new heights under outgoing ambassador

The conclusion of Gwilym Ceri Jones‘s diplomatic mission in Togo culminated in a meeting with President Faure Essozimna Gnassingbé, where he highlighted the remarkable growth of the European Union–Togo partnership.

During the farewell audience, the departing EU ambassador emphasized the expanding scope of cooperation between Brussels and Lomé. The partnership now spans critical sectors including sustainable development, infrastructure, energy, governance, education, and security. His visit served as both a review of progress and a forward-looking discussion on the future of this collaboration.

Investment programs gaining momentum

The ambassador underscored the surge in European investment initiatives in Togo, describing a portfolio brimming with opportunities for both Togolese and European private sectors. He stressed that these investments are strategically positioned to bolster growth and employment in key industries such as energy, agriculture, and digital technology.

Security and development: an inseparable duo

Gwilym Ceri Jones also highlighted deepened cooperation in peace and security, describing it as intrinsically linked to development efforts. He noted the European Union’s strengthened support for Togolese armed forces, aiding in counter-terrorism efforts and maritime security enhancement.

The ambassador expressed his confidence in the enduring strength of Togo–EU relations, expressing optimism about the partnership’s continued expansion beyond his tenure.

The 2021–2027 cooperation framework

European interventions in Togo are structured around the 2021–2027 Joint Multi-Year Programming Document, backed by a €201 million financial commitment. This framework channels funding into three primary areas: human development and socio-economic inclusion, sustainable agro-industries and natural resource management, and fostering a peaceful, resilient Togolese society grounded in inclusive governance.

A new tripartite cooperation mechanism

The momentum in cooperation received a further boost in June with the launch of a tripartite cooperation mechanism involving the Togolese government, the European Team, and Eurocham Togo. This permanent consultation platform aims to enhance the business climate, stimulate European investments, and support the government’s economic reform agenda.

The mechanism is designed to translate cooperation into tangible outcomes: job creation, private sector growth, and structural economic transformation. Both parties view these initiatives as a testament to a robust partnership poised for continued success beyond the ambassador’s departure.
