Togo parliament’s extraordinary session targets business climate and social reforms

The second extraordinary session of Togo’s National Assembly convened this week under pressing socio-economic and institutional challenges. Led by President of the National Assembly Prof. Komi Selom Klassou, this accelerated parliamentary gathering is set to introduce sweeping changes across critical sectors of the nation.

Summoned at the request of President Faure Gnassingbé, the session aims to address urgent priorities for Togo’s development. Three key legislative proposals stand out, each designed to overhaul essential areas of governance and economic activity.

Major reforms to boost private sector and administrative efficiency

These landmark bills target three priority domains:

• Private sector and investments: A restructuring of commercial courts seeks to accelerate dispute resolution and enhance transparency in economic conflicts. By aligning with OHADA standards and embracing digitalization, the reforms aim to create a more predictable legal environment that protects businesses and safeguards employment.

• Environment and rural development: A new legal framework for protected areas will strengthen biodiversity conservation while regulating customary land use. The measure responds to long-standing demands from local communities and environmental stakeholders for balanced ecological governance.

• Public services and diaspora affairs: Togo’s accession to the Hague Convention eliminates the bureaucratic burden of document legalization (diplomas, contracts, civil status records), simplifying procedures for citizens, students, and business operators alike.

Nuclear safety commitments gain parliamentary momentum

The Senate has forwarded four international conventions to the National Assembly for ratification under the International Atomic Energy Agency (IAEA) framework. These agreements cover:

• Nuclear safety standards
• Radioactive waste management
• Rapid accident notification protocols
• Emergency radiological response assistance

As parliamentary committees begin deliberations, Assembly President Klassou has urged lawmakers to work diligently to meet citizens’ expectations for tangible progress.
