The United States has escalated its response to ongoing violence in Democratic Republic of Congo‘s eastern provinces by imposing fresh sanctions on key figures within rebel factions that have destabilized the region since 2021.

In an official statement, the State Department identified two high-ranking commanders whose actions allegedly fuel instability and human rights violations across North Kivu and South Kivu. The first is Gustave Kubwayo, an operations chief with the Democratic Forces for the Liberation of Rwanda (FDLR), accused of orchestrating ethnic violence against civilians, deploying child soldiers, committing sexual crimes, and launching cross-border raids that threaten regional security.

The second sanctioned individual is John Imani Nzenze, intelligence head of the March 23 Movement (M23)—a group Washington accuses of receiving external support—responsible for assassinations, widespread rights abuses, and deliberate attacks on unarmed communities in eastern Congo.

Washington reaffirms commitment to regional stability

A senior administration official emphasized that these sanctions align with broader efforts to enforce the Washington Accords of December 4, 2025 and the Doha Framework, warning that all parties must honor their commitments to end hostilities. The U.S. vowed to deploy additional diplomatic and economic tools to ensure lasting peace throughout the Great Lakes region, where rebel activity has repeatedly triggered humanitarian crises.
