Bénin: captain elvire toupe breaks ground as first female aide-de-camp to president

a milestone in beninese military leadership

The appointment of Captain Elvire Toupe as Aide-de-Camp to the President of the Republic marks a historic moment for the Benin. This decision underscores a commitment to excellence and meritocracy within the national leadership, while simultaneously championing gender equality in a traditionally male-dominated field.

a career defined by determination and expertise

Born in Porto-Novo on July 21, 1990, Captain Toupe’s journey exemplifies the fusion of discipline and adaptability. From an early age, her path was shaped at the elite Lycée Militaire de Jeunes Filles Général Mathieu Kérékou in Natitingou, where she became part of the institution’s inaugural class of female military cadets. This training laid the foundation for a career dedicated to public service and national defense.

Her academic and professional credentials reflect a rare combination of technical proficiency and operational leadership. While pursuing a rigorous military education at the École Nationale des Officiers in Toffo from 2012 to 2014, she simultaneously earned a degree in Medical Imaging. For seven years, she practiced this profession with distinction, yet her calling ultimately led her back to the field of infantry—a domain where she would rise as the highest-ranking female officer in Benin.

from the battlefield to the presidential guard

Captain Toupe’s career trajectory is distinguished by her operational versatility and international experience. In 2019, she completed advanced military education at the Caribbean Institute for Professional Military Education in Jamaica, further honing her strategic and tactical skills. Prior to this, from 2017 to 2018, she served as a Military Gender Adviser with the United Nations Multidimensional Integrated Stabilization Mission in Mali, providing critical support in peacekeeping operations during one of the region’s most challenging periods.

Her fluency in French and English, coupled with a strong commitment to physical fitness and continuous learning, positioned her for leadership roles in high-stakes environments. In 2022, she was integrated into the Republican Guard, a unit entrusted with protecting the nation’s highest authorities. It was during her tenure as commander of the Security Section of the Court of Auditors that her capabilities came to the attention of state leadership, culminating in her historic appointment.

a symbol of progress and inclusion

The selection of Captain Toupe for the role of presidential aide-de-camp sends a powerful message: the Benin values competence above all else. Her appointment dismantles longstanding barriers, affirming that leadership in the military—and at the highest echelons of government—is determined by skill, dedication, and vision, not gender. As she assumes her duties, she stands as a testament to the nation’s evolving values and the limitless potential of its citizens.
