Benin moves forward with first appointments to newly formed Senate

The institutional landscape in Bénin is undergoing a major shift as the government finalizes the initial list of figures set to join the Senate. This body, a direct result of the 2025 constitutional overhaul, will welcome several high-ranking former officials as ex-officio members.

Prominent figures designated for the upper house

This new legislative chamber is taking shape following the legal framework established in November 2025. Among the prominent names designated to sit as members of right are the country’s former Heads of State: Nicéphore Soglo, Boni Yayi, and Patrice Talon. Their inclusion stems from their previous roles at the helm of the nation.

The list also features a significant number of former leaders from the National Assembly. This group includes Adrien Houngbédji, Bruno Amoussou, Idji Kolawolé, and Mathurin Nago, all of whom meet the criteria set for this new parliamentary institution.

Judicial and legislative expertise

Furthermore, the judicial branch’s history is represented by former presidents of the Constitutional Court. Names such as Théodore Holo, Robert Dossou, Amouda Issifou, and Élisabeth Pognon have been identified to participate in the Senate’s activities.

The establishment of this second parliamentary chamber is a cornerstone of the reforms adopted late last year. The Senate is designed to integrate both ex-officio members and appointed representatives. According to the governing rules, to qualify as a member of right, former presidents of the Republic, the National Assembly, and the Constitutional Court must have completed at least half of their respective terms of office.
