The Gabonese government is tightening oversight of projects funded by the African Development Bank (AfDB) to speed up their completion. Vice President Hermann Immongault chaired a working session on Monday, June 29, 2026, with a delegation from the institution led by its country representative, Mamour Ousmane Ba. The meeting, attended by Planning Minister Louise Mvono and Agriculture Minister Pacôme Kossy, builds on recent discussions in Brazzaville between the President and the AfDB President during the bank’s annual meetings. The goal was to review the progress of financed projects and remove obstacles hindering their implementation.
Hermann Immongault stressed that the government now intends to apply more rigorous monitoring of every project in the AfDB portfolio. For the executive, resources mobilised through borrowing must produce tangible results for the population, in line with the objectives of the National Growth and Development Plan. The Vice President emphasised the need for transparency, performance, and adherence to deadlines, stating that every actor involved must fully assume their responsibilities to improve the effectiveness of public investments.
Action plan to accelerate works
Taking advantage of the AfDB delegation’s presence in Libreville, the government finalised an action plan to accelerate projects suffering significant delays. Two cases are drawing particular attention from the authorities: the Integrated Programme for Drinking Water Supply and Sanitation in Libreville (PIAEPAL) and the Ndendé-Doussala road. Regarding the road, Hermann Immongault conveyed the Head of State’s concerns over the slow pace of construction, calling for corrective measures. The government also stated that it has assessed its own dysfunctions to strengthen coordination with its financial partner.
For his part, Mamour Ousmane Ba praised the reforms undertaken by Gabonese authorities and reaffirmed the AfDB’s commitment to supporting national priorities. He notably presented the orientations of the New African Financial Architecture for Development (NAFAD), aimed at improving investment efficiency across the continent. Present in Gabon through a portfolio of structuring projects in water, vocational training, agriculture, and road infrastructure, the AfDB intends to continue its support for the country’s development.
