Ivorian prosecutors have concluded an extensive investigation into alleged financial mismanagement at the Mutuelle des Enseignants de Côte d’Ivoire (Mupemenet-CI), paving the way for imminent legal proceedings. Authorities allege that over 5 billion FCFA was illicitly siphoned from the teachers’ mutual fund through a complex network of shell companies.
Key figures detained ahead of court hearings
On May 19, 2026, the Public Prosecutor’s Office at the Pôle Pénal Économique et Financier (PPEF) formally charged the Executive Director of Mupemenet-CI, Agré Lynx Bourgelat, and the Director of Financial Affairs, Koné Allagnan, with embezzlement. Both individuals have been remanded in custody at the former Maison d’Arrêt et de Correction d’Abidjan (Maca), now operating as the Pôle Pénitentiaire d’Abidjan (PPA).
The investigation revealed that the two accused implicated Dao Ibrahim Kinan, leader of the political party Les Avertis and owner of multiple business entities including IDK, Kinane, and TICS SERVICES. Authorities contend that these companies served as fronts to facilitate the embezzlement scheme, with Dao Ibrahim Kinan allegedly playing a central role in orchestrating the fraudulent transactions.
Alleged mastermind behind the scheme held in custody
Following intensive interrogation by PPEF investigators, Dao Ibrahim Kinan was also placed under formal arrest and transferred to the same detention facility. The detentions mark a decisive phase in the legal process, as prosecutors prepare to present their case against the accused in the coming days.
