Libreville city council records surplus in 2025 administrative account

A sense of stability is returning to the Libreville City Hall. Municipal councilors recently convened in the Jean-Félix Lassy hall for an ordinary session dedicated to the examination and adoption of the administrative and management accounts for the 2025 fiscal year. This meeting, held in the presence of the Governor of Estuaire Province, Marie-Françoise Dikoumba, takes place during a pivotal time for the capital’s local administration.

The current political climate follows a period of transition within the municipal government. Last April, a majority of council members rejected the 2026 preliminary budget, a move that ultimately led to the replacement of the executive team previously led by Pierre Matthieu Obame Etoughe. With the election of a new bureau headed by Eugène Mba, the institution has resumed its regular activities in a more serene environment. This session adheres to decentralization regulations, which mandate the review of the previous year’s financial performance during the year’s first ordinary session.

During the opening of the proceedings, Mayor Eugène Mba emphasized that the administrative account is a vital document that details all budgetary operations executed throughout the year. It serves as a tool to measure initial budget forecasts against the revenue actually collected and the expenditures effectively carried out by the city services.

For the 2025 fiscal year, the budget originally established under a special delegation was set at 25.623 billion CFA francs, later supplemented by an additional 500 million CFA francs. Financial reports presented to the council members indicate a positive management outcome, with a surplus of 1.311 billion CFA francs. While Mayor Eugène Mba was not leading the municipality during the period in question, he cited the principle of continuity in public service as the basis for presenting this financial balance to the council.

The Mayor called upon the elected officials to evaluate the submitted documents with a sense of responsibility and objectivity. In addition to the financial accounts, the councilors were tasked with deliberating on the Mindoubé commercial complex. Local authorities present this project as a strategic asset designed to stimulate economic growth and diversify the municipality’s financial resources.
