Morocco-gulf forum urges expanded funding for youth-led innovation

At the conclusion of the three-day Morocco-Gulf Youth Empowerment Forum in Casablanca, stakeholders issued a strong call to action: develop tailored financing solutions to boost innovative projects led by young entrepreneurs, particularly in green technology, digital transformation, and blue economy sectors.

The event, co-organized by Morocco’s Ministry of Youth, Culture, and Communication and the General Secretariat of the Gulf Cooperation Council (GCC), brought together over 100 participants, including young leaders, policy experts, institutional officials, and key players from the entrepreneurial ecosystem across Morocco and GCC member states.

During the closing session, Ahmed Aboukrim, Chair of the Forum’s Scientific Committee, highlighted the transformative potential of youth economic and social empowerment. He emphasized that empowering young generations is no longer optional but a strategic necessity to address rapid economic shifts, evolving social demands, and technological disruptions while advancing sustainable development goals.

Aboukrim underscored the importance of integrated approaches that merge education, skills development, employability enhancement, entrepreneurship, innovation, and access to finance. He stressed that investing in human capital is critical to strengthening national competitiveness and fostering inclusive growth across the region.

four key sectors identified for youth-led growth

The forum’s working groups identified four dynamic sectors with high potential to empower young innovators and drive economic transformation:

  • Green economy: sustainable business models, circular economy initiatives, and eco-innovation.
  • Digital and AI transformation: startups leveraging artificial intelligence, fintech, and digital platforms to solve real-world challenges.
  • Renewable energy and green hydrogen: clean energy solutions, including solar, wind, and hydrogen-based technologies to support energy transition.
  • Blue economy and water management: sustainable exploitation of marine resources, water conservation, and climate-resilient infrastructure development.

Participants proposed concrete measures to catalyze youth-led innovation:

  • Establish dedicated investment funds targeting young entrepreneurs in green, digital, and blue sectors.
  • Expand joint research and training programs to build skills aligned with market needs.
  • Develop specialized incubators and acceleration hubs to nurture startup growth.
  • Implement shared monitoring frameworks to track progress on youth employment, innovation outputs, and sustainability outcomes.

These recommendations reflect a shared vision of leveraging complementary strengths between Morocco and GCC countries—through shared resources, technical expertise, and investment capacity—to foster a regional innovation ecosystem rooted in knowledge, sustainability, and inclusive development.

Salma Khalifa Al Ghafli, head of the United Arab Emirates delegation, praised the high level of forum organization and Morocco’s warm hospitality. She highlighted the deep fraternal ties between Morocco and GCC nations, describing the event as a vital platform for exchanging best practices and building strategic partnerships that prioritize youth empowerment.

“Investing in young people is the wisest investment a nation can make,” she stated. “Their energy, creativity, and vision are the foundation of future prosperity and stability.”

The closing ceremony concluded with a tribute to GCC delegation leaders and diplomatic representatives, honoring their contributions to the forum’s success and their ongoing commitment to strengthening Morocco-GCC cooperation in youth development and sustainable growth.
