Ofnac uncovers asset declaration lapses among top officials in Senegal

The Ofnac’s latest provisional registry reveals significant compliance gaps in asset declarations among high-ranking officials associated with President Ousmane Sonko and Bassirou Diomaye Faye.

Exective branch records highest non-compliance

The Ofnac’s provisional registry, finalized on July 31, 2026, highlights nine key positions within the presidential administration and the National Assembly that failed to meet asset declaration obligations. The majority of these lapses—seven in total—are concentrated in the Executive branch, either within the Presidential Palace or its affiliated agencies and commissions.

Notable omissions include the President’s personal representative to the Organisation internationale de la Francophonie (OIF), the President’s Special Envoy, and the Director of the Presidential Protocol Service. Additionally, several administrative and financial management roles within strategic state bodies and regulatory authorities under the Presidency fell short: the Administrative and Financial Director of the Commission de protection des données personnelles (CDP), the financial lead of the Comité national de l’Initiative pour la transparence dans les industries extractives (CN-ITIE), the Finance and Support Services Director of the Autorité de régulation des télécommunications et des postes (ARTP), and the Deputy Director-General of the Agence de promotion des investissements et des grands travaux (APIX-SA).

Legislative branch faces scrutiny over two high-profile cases

The Ofnac’s report also flags two senior positions within the National Assembly for non-compliance. The eighth Vice-President of the Assembly and a former third Vice-President—now no longer in office—were both identified for failing to submit their asset declarations during their respective tenures. While the former Vice-President is no longer subject to the requirement, the lapse persisted throughout their mandate.

Government ministers fully compliant

In contrast, the Ofnac report emphasizes a positive development: every active government minister has fulfilled their asset declaration obligations within the prescribed deadlines. The registry notes that all entries under this category explicitly state “Néant” (none), confirming full compliance with transparency regulations.
