Togo and Luxembourg forge stronger bonds with three major agreements in Lomé
Togo’s diplomatic influence is on the rise once again. On Wednesday, July 15, 2026, Foreign Minister Professor Robert Dussey hosted a high-level delegation from Luxembourg led by Vice-Premier and Foreign Minister Xavier Bettel in Lomé. The visit culminated in the signing of three pivotal agreements, with Digital Transition Minister Cina Lawson in attendance.
Reaffirming a historic partnership built on trust
This official visit marks the second high-profile meeting between the two nations in just two years, following Xavier Bettel’s previous visit in 2024. Their long-standing diplomatic ties, dating back to March 7, 1972, continue to flourish, underscoring the deep-rooted mutual respect and cooperation between Togo and Luxembourg.
To further solidify this partnership, both nations agreed to establish a framework for regular political consultations. A future protocol of understanding will formalize this commitment, ensuring sustained dialogue and collaboration on shared priorities.
Three key accords to drive Togo’s progress
The Lomé meeting resulted in the immediate signing of three transformative agreements aimed at accelerating Togo’s development across critical sectors:
-
Environmental financing protocol for the INCLURE program: A landmark initiative focused on sustainability and ecological resilience, designed to support Togo’s green transition.
-
Programme Indicatif de Coopération (PIC Togo-Luxembourg): A structured framework to guide long-term development assistance, ensuring targeted and impactful investments.
-
Togocyber+ cybersecurity program: A forward-looking initiative to bolster Togo’s digital defenses, with technical support from LuxDev—Luxembourg’s development cooperation agency. The program, spearheaded by Cina Lawson, will enhance the country’s digital transition and cyber resilience.
The agreements reflect a shared vision for sustainable growth, technological advancement, and environmental stewardship, reinforcing the strategic partnership between Togo and Luxembourg.
