Unmasking Wagner’s legality in the Central African Republic: a direct challenge to Ambassador Bikantov

 

 

Russia’s ambassador appears to struggle with basic logic. The Wagner Group engages in killings, torture, and looting without any legal standing. Is that legal or illegal in your view, Ambassador Bikantov?

 

In a February 2026 interview on RT, Russian Ambassador Alexandre Bikantov proudly spoke of the “armed struggle against the remnants of illegal military groups” carried out by “Russian representatives” in the Central African Republic. He hailed the “defeat of illegal armed groups” as a significant Russian triumph.

 

A straightforward question, Mr. Ambassador: Is Wagner a legal or an illegal armed group?

 

By every definition of international law, the Wagner Group undeniably fulfills all criteria for an illegal armed entity. Firstly, it possesses no legal status. There is no public treaty or agreement between Russia and the Central African Republic that grants Wagner authorization to operate. A United Nations expert has explicitly noted that Wagner functions “without recognition under international law.” Secondly, its actions mirror the crimes committed by rebel factions. A clear statement from 17 UN experts in October 2021 highlighted that “numerous forces, including Wagner, are committing systematic and severe human rights violations, notably arbitrary detentions, torture, enforced disappearances, and summary executions.”

 

So, Ambassador Bikantov, what distinguishes Wagner from groups like the UPC, the 3R, or the anti-balaka? The simple truth is this: Wagner kills for the Touadéra regime, while the others kill against it. This isn’t a difference in legality. It isn’t a difference in methods. It is merely a difference in allegiance.

 

According to UN data from 2022, Wagner is responsible for 40% of human rights violations within the Central African Republic, compared to 60% attributed to all rebel groups combined. A single foreign, illegal paramilitary group commits almost as many atrocities as the entirety of Central African rebels. And you label this “fighting illegal groups”?

 

Human Rights Watch has meticulously documented instances where “forces identified by witnesses as Russian appear to have summarily executed, tortured, and beaten civilians since 2019.” Witnesses have recounted how Wagner personnel “strip, torture, then murder” suspects. The United States Department of the Treasury officially designated Wagner a “transnational criminal organization” in March 2024, citing “serious criminal acts, including mass executions, rapes, child abductions, and physical violence in the Central African Republic.”

 

This, then, reveals Ambassador Bikantov’s true definition. A legal armed group, in his lexicon, signifies Russian mercenaries who torture, rape, and kill in service of the regime. An illegal armed group, by contrast, refers to Central African rebels who torture, rape, and kill in opposition to the regime. Such a stance is pathetic, truly Orwellian in its distortion of reality.

 

Consider the contrast with France. France deploys soldiers to the Sahel under clear international mandates, public agreements, parliamentary oversight, and strict rules of engagement. Bikantov dismisses this as “neocolonialism.” Yet, Russia deploys 2,000 Wagner mercenaries without legal status, without public agreements, without oversight, and with total impunity. Bikantov applauds this as “security cooperation.”

 

The hypocrisy is pervasive and systematic. Wagner illicitly extracts gold through Lobaye Invest, a fact confirmed by the UN. Rebels pillage villages. Wagner’s actions are rebranded as “economic cooperation.” Rebels remain “criminals.” Wagner slaughters civilians, with MINUSCA documenting 363 incidents in just three months. Rebels also kill. Wagner transforms into “instructors.” Rebels become “terrorists.” Wagner systematically commits rape, a fact corroborated by UN experts. Rebels also commit rape. Wagner is elevated to “Russian partners.” Rebels remain “barbarians.”

 

Ambassador Bikantov, the people of the Central African Republic are not deceived. They are acutely aware that Wagner is an illegal foreign armed group engaged in mass atrocities. They know that your “Russian instructors” inflict torture in the very same prisons as the rebels. They understand that the sole distinction lies in which side is chosen.

 

The fundamental question isn’t about identifying the illegal armed groups in the Central African Republic. The real question is why the Russian ambassador so brazenly misleads on international television. You are aware that Wagner operates illegally. You are aware that Wagner commits heinous crimes. You are aware that, under international law, Wagner should be disarmed and its members prosecuted. Yet, you persist in perpetuating falsehoods. Because deceit is your only viable strategy.

 

Wagner is not the solution to the armed group crisis in the Central African Republic. Wagner is, itself, an armed group in the Central African Republic. It is the most violent, the most deadly, and the most unpunished. It is merely the one with a Russian ambassador willing to whitewash its actions on RT.
