On Tuesday, June 23, 2026, the Minister of Interior and Public Security, Djibril Mama Cisse, continued his security tour in the cities of Kandi and Parakou.
Accompanied by his delegation, the minister visited the Special Multipurpose Intervention Group (GSPI) base in Kandi, the departmental civil protection agency headquarters in Alibori and Borgou, the mobile intervention company of the Republican Police in Parakou, and the departmental directorate of interior and public security in Parakou. The objective of this tour is to assess ground-level realities in internal security to refine strategies and plans for public safety in Bénin.
“I want my presence here to be seen as my willingness to listen. I came to listen to you,” the minister declared as he opened discussions with police officers of all ranks and categories gathered at the Republican Police special intervention group base in Kandi. In both Parakou and Kandi, he encouraged open dialogue so that everyone could express the challenges they face. Resolving these issues through hierarchical and governmental action could enhance the effectiveness of operations and the efficiency of resources.
Among the concerns raised were career management, promotions, the length of postings in high-risk areas, lack of motivation, absence or insufficiency of risk premiums, shortage of specialists, and inadequate human resources. Issues related to the lack of GSM networks in certain localities, sabotage of transmission towers, and insufficient protection at some police stations were also mentioned.
In response to these grievances, the Director General of the Republican Police, the Secretary General of the ministry, and other delegation members explained ongoing projects to resolve some of the issues, as well as current reflections and potential solutions, particularly concerning officers’ careers.
Minister Djibril Mama Cisse commended the security forces on behalf of the government and its leader, praising their bravery and sense of sacrifice. He noted that thanks to them, citizens of Bénin can go about their daily lives in peace and tranquility. “It is because of you that the Republic stands tall,” he said.
“I did not come to make promises. But challenges must be tackled,” he continued. Djibril Mama Cisse therefore calls on all components of the public security forces to fully commit. Resolving the issues raised will be the government’s priority so that Bénin remains secure and continues its development without hindrance.
