Chadian and algerian hydrocarbon authorities advance cooperation in algiers

On June 16, Mr. Hassan Adoum Younousmi, the Director General of Chad’s Downstream Petroleum Sector Regulatory Authority (ARSAT), held a significant meeting with Mr. Mohamed Arkab, the Algerian Minister of State and Minister of Hydrocarbons. This important discussion took place at the Algerian Ministry of Hydrocarbons headquarters, attended by key associates from both dignitaries.

This high-level audience served to further solidify Algerian-Chadian cooperation and track the progress of recently established bilateral agreements. The dialogue primarily addressed critical challenges within the downstream sector, encompassing activity regulation, the expansion of energy infrastructure, refining processes, and the storage and distribution of petroleum products.

Furthermore, discussions also delved into crucial aspects such as industrial safety, the digitalization of operational processes, and robust sector governance, all framed within an overarching objective of modernization and enhanced transparency.

This latest gathering builds upon the cooperation protocol established on April 23, 2026, in Algiers, between ARSAT and the Algerian Hydrocarbon Regulatory Authority (ARH). This foundational protocol aims to bolster technical and institutional collaboration between the two regulatory bodies through mutual knowledge exchange, the adoption of best practices, and support for national capacity building initiatives.

Concluding their deliberations, both delegations reiterated their steadfast commitment to strengthening the fraternal bonds between Algeria and Chad. They also pledged to actively promote the sharing of expertise, recognizing its vital role in fostering sustainable development and advancing African integration across the continent.

Mr. Hassan Adoum Younousmi, ARSAT’s Director General, affirmed, “ARSAT reaffirms its unwavering commitment to collaborate closely with its Algerian counterparts. Our goal is to further develop Chad’s downstream petroleum sector and significantly enhance national competencies.”
