Mechanism to oversee progress between dr Congo and m23 alliance agreed

The Democratic Republic of the Congo (DRC) and the Alliance Fleuve Congo/Mouvement du 23 Mars (AFC/M23) have reached an agreement to establish a mechanism dedicated to monitoring progress and addressing challenges in the implementation of obligations outlined in the Doha Framework Agreement. This landmark decision follows intensive negotiations and reflects a shared commitment to advancing peace in the region.

Key milestones in peace efforts

Among the notable advancements is the establishment of the extended joint verification mechanism secretariat (EJVM+), a critical step toward ensuring transparency and accountability. On August 20, a reconnaissance mission was successfully conducted by the EJVM+ with logistical support from the Mission de l’Organisation des Nations Unies pour la stabilisation en RDC (MONUSCO), paving the way for the first ceasefire verification mission scheduled for August 24 in Minembwe.

The parties also agreed on a standardized reporting system for ceasefire violations, a move aimed at enhancing trust and clarity in the peace process.

Roadmap for lasting peace

A detailed roadmap has been developed, outlining the phases and timelines for negotiations under the Doha Agreement. Both sides reaffirmed their dedication to achieving comprehensive peace, emphasizing that the negotiation sequence does not dictate the implementation order of the protocols.

The representatives of the DRC and AFC/M23 extended their appreciation to Qatar, the United States, Togo, Switzerland, and the African Union Commission for their unwavering support in fostering peace across eastern DRC and the Great Lakes region.

International backing fuels momentum

Massad Boulos, senior advisor for African and Middle Eastern affairs to the former U.S. president, highlighted the significance of the progress during a statement on X (formerly Twitter):

“I am encouraged by the further progress emerging from meetings in Switzerland aimed at advancing the Doha Framework for a comprehensive peace agreement between the DRC Government and AFC/M23. The United States remains committed to promoting peace and stability in eastern DRC and the broader Great Lakes region.”
