President Bassirou Diomaye Faye has made a pivotal decision to subject the proposed constitutional revision to a national referendum, effectively challenging the opposition’s recent parliamentary triumph. This bold strategic move reignites the constitutional debate within Senegal’s African politics and profoundly reshapes the power dynamics currently observed in the National Assembly.

While parliamentary deputies, largely representing the majority, had handed Pastef a significant legislative victory by approving the constitutional revision bill with 129 votes, the ultimate word has now come directly from the Presidential Palace. This intervention completely alters the political landscape. According to disclosures made by Minister of Justice, Me Moussa Sarr, President Bassirou Diomaye Faye has chosen not to initiate the promulgation process for the text as it emerged from the National Assembly. Instead, he has decided to invoke Article 103 of the Constitution to put the reform to a public referendum.
