Senegalese minister highlights renewed partnership with France during national celebrations

During the recent French National Day celebrations, Senegalese government officials emphasized the importance of strengthening bilateral ties between Dakar and Paris. Me Moussa Sarr, a key figure in the dialogue, described the relationship as historic, deep-rooted, and multidimensional, rooted in shared cultural, human, economic, scientific, and academic exchanges.

However, he noted that both nations are currently navigating a critical phase of evolution. The partnership, according to Sarr, is undergoing a demanding yet constructive transition to align with the evolving aspirations of their populations and the shifting dynamics of the regional and global landscape.

Core principles guiding the renewed partnership

The foundation of this renewed collaboration rests on five key principles:

  • Respect for state sovereignty — ensuring each nation’s autonomy remains uncompromised
  • Mutual trust — building confidence through transparent and reliable interactions
  • Reciprocal listening — fostering open communication to address shared challenges
  • Equality between partners — leveling the playing field in negotiations and agreements
  • Shared interests — aligning policies to benefit both countries equally

Strategic sectors in focus for collaboration

Sarr outlined several vital areas where Senegal and France are deepening their cooperation:

  • Education and vocational training — enhancing academic exchanges and professional development programs
  • Healthcare — improving medical infrastructure and services
  • Infrastructure and transportation — developing roads, ports, and urban mobility solutions
  • Agriculture and energy — promoting sustainable farming practices and renewable energy projects
  • Urban sanitation and territorial development — addressing waste management and spatial planning
  • Research and innovation — fostering joint scientific initiatives and technological advancements

The minister highlighted the vital role of higher education and vocational training, noting that France remains the top destination for Senegalese students abroad. He also expressed gratitude on behalf of Senegal for France’s support in organizing the 2026 Youth Olympic Games, particularly in logistics, security, and emergency response.

Progress on historical and memorial issues

Sarr acknowledged the sensitivity surrounding historical memory, particularly regarding archival access and document declassification. He reported positive progress in ongoing discussions, including joint training programs for archivists and heritage professionals from both countries. Additionally, he mentioned French expert involvement in archaeological site excavations, though specific locations were not disclosed.

Global challenges and multilateral cooperation

The minister framed several international issues as priorities requiring reinvigorated multilateralism and balanced partnerships:

  • Security — strengthening regional stability and counterterrorism efforts
  • Climate change — advancing sustainable solutions and resilience strategies
  • Energy transition — accelerating the shift toward clean and renewable energy
  • Food sovereignty — ensuring sustainable agricultural production and supply chains
  • Global economic governance — advocating for fair trade and financial systems
  • Mobility and peace — facilitating safe migration and conflict resolution

He commended the high-level exchanges between the two governments and announced upcoming bilateral meetings, including intergovernmental seminars, to chart the future direction of this evolving partnership.
