Benin education minister outlines reforms in ouémé and plateau

Armand Kuyema Natta, Benin’s Minister of Pre-Primary and Primary Education, launched an official tour of the Ouémé and Plateau departments on July 29, 2026. This inaugural mission since his appointment was designed to foster direct dialogue with sector leaders and align on key priorities, balancing progress with forward-thinking reforms.

Strengthening education through collaboration and innovation

Accompanied by Minister Counselor Paulin Gbenou, Minister Kuyema Natta engaged with departmental directors, technical and central office heads, and leaders of institutions under his ministry’s supervision. Discussions centered on service operations and the sector’s most pressing challenges.

The minister outlined a dual strategy—“consolidate gains and innovate”— urging teams to build on recent achievements while launching new initiatives to elevate educational quality. Emphasizing his role as “a servant of the sector,” he underscored the value of continuous engagement with field-level leaders.

He highlighted strong performance in the 2026 Primary School Certificate (CEP) exams, program implementation, and monitoring-evaluation systems. Progress in pass rates, he noted, should galvanize ongoing efforts and strengthen existing frameworks at all levels.

Addressing critical needs in staffing and infrastructure

Education officials shared pressing concerns, including the urgent need to recruit new teachers, enhance both initial and ongoing training, and supply central and technical offices with essential computer equipment.

The relocation of services to the Ahossougbéta administrative city was another key topic. While Minister Kuyema Natta confirmed government commitment to expediting the move, he did not disclose a timeline or specific implementation details.
