The latest military reshuffle in Cameroon coincides with President Paul Biya‘s absence from the country for nearly two months, fueling intense speculation about his ability to govern.

By signing the decree, the 93-year-old leader has fortified his security apparatus, elevating four generals to key protection roles. The document, dated August 3, underscores Biya’s determination to maintain control despite mounting concerns over his prolonged absence.

Among the appointees is Major-General Ebaka Hypolite, now dual-hatted as major-general of the army and major-general of the land forces. At 73, Ebaka retains his long-standing position while assuming broader responsibilities. He ranks directly below the chief of staff, General René Claude Meka, in Cameroon’s defense hierarchy.

Biya’s departure on June 7 for what the presidency described as a “private stay in Europe” marks one of the longest absences during his 42-year tenure. While authorities insist his health remains stable and his return is imminent, critics warn of an institutional vacuum.

The opposition has amplified these concerns, accusing the government of operating in “autopilot mode” and failing to address public expectations, including the long-overdue formation of a new cabinet and vice-presidential appointment.
