Niger advances public sector reform with 16,500 digitized staff files

Niamey, July 28, 2026 – Niger’s public administration reform has reached a new milestone as the Consultative Council for Refoundation (CCR) convened its first ordinary session of 2026. Focused on human resource management transformations, the gathering featured detailed updates from the Minister of Civil Service, Labour and Employment, Aïssatou Abdoulaye Tondi, outlining critical progress in state-led reforms.

Under the leadership of Dr. Mamoudou Harouna Djingarey, CCR members reviewed initiatives designed to enhance the efficiency, fairness and responsiveness of Niger’s administrative machinery to the demands of the Refoundation agenda.

Digital transformation reshaping public administration

The reform agenda places digital innovation at its core. A cornerstone of this effort is the Integrated State Human Resources and Payroll Management System (SIGRHEP), a platform set to centralize and secure administrative management for public sector employees.

Major milestones have already been achieved. Over 16,500 personnel files have been digitized, while 23,000 files have been updated with the latest information. Complementary custom applications have been rolled out to boost the operational effectiveness of administrative services nationwide.

When fully implemented, SIGRHEP will manage human resources and payroll for nearly 200,000 civil servants, supported by a network of 150 human resource and payroll officers deployed across the country.

Structural reforms and performance tools take center stage

Beyond digitization, the Ministry has implemented sweeping institutional changes. New regulatory frameworks governing the general status of the civil service have been adopted. Individual performance evaluation tools have been introduced, and a targeted redeployment strategy is underway to reassign civil servants to post-crisis regions.

Efforts also include organizing professional examinations, direct recruitment drives and ongoing career progression tracking for thousands of public servants.

CCR endorses reform momentum

Debates during the session highlighted the challenges of modernizing administration, optimizing human capital and strengthening employment policies. Members of the CCR concluded by adopting a resolution commending government representatives for their reform progress updates.

Through these coordinated efforts, Niger’s leadership aims to position administrative modernization as a driving force for elevating public service quality, strengthening state efficiency and fulfilling the objectives of the Refoundation framework.
