Outgoing afd director adrien haye honored with ivoirian national order

Adrien Haye, the departing director of the Agence Française de Développement (AFD) in Côte d’Ivoire, has been awarded the prestigious Ivorian National Order as his mission in the country concludes. The esteemed recognition was presented to him on Friday, July 31, 2026, by Adama Coulibaly, the Minister of Economy, Finance, and Budget. The ceremony took place at the Minister’s office, situated in the Sciam building on the Plateau, with Jean-Christophe Belliard, the French Ambassador to Côte d’Ivoire, and AFD colleagues in attendance.

Representing President Alassane Ouattara and Prime Minister Robert Beugré Mambé, Minister Adama Coulibaly commended Adrien Haye’s unwavering dedication to Côte d’Ivoire’s development during his four-year tenure at the helm of the institution.

Minister Coulibaly elaborated on Haye’s significant contributions, stating, “Throughout these four years, as AFD Director, Mr. Adrien Haye personally committed to identifying intervention opportunities across various sectors of the Ivorian economy. Since his arrival in 2022, he consistently supported the government in structuring financing, as well as in the formulation and monitoring of numerous project implementations.”

During Adrien Haye’s mandate, a remarkable 934 million euros, equivalent to approximately 623 billion FCFA, was mobilized through sovereign loans and resources from the Debt Reduction-Development Contract (C2D). This substantial financial injection played a crucial role in stabilizing the nation’s macro-budgetary framework.

Furthermore, the Minister highlighted the signing of five new sovereign loan financing agreements during this period, amounting to nearly 500 million euros (around 330 billion FCFA). These were complemented by the allocation agreements for the third C2D, aligning seamlessly with the implementation of the National Development Plan (PND) 2021-2025.

“These pivotal commitments ensure the Agence Française de Développement maintains its standing as Côte d’Ivoire’s foremost bilateral partner, a position significantly bolstered by Mr. Haye’s contribution,” the Minister emphasized.

Visibly moved by this accolade, his first from a sovereign state, the outgoing AFD director conveyed his profound gratitude to the Ivorian authorities. Reflecting on his achievements, he reiterated his deep affection for Côte d’Ivoire.

Adrien Haye affirmed, “I hope the portfolio we successfully continued to deepen, particularly with your teams, Mr. Minister, stands as testament to our efforts. I will, of course, persist in being a fervent advocate for the Ivorian cause.”

This distinguished decoration serves as a testament to the four years of robust cooperation between the AFD and Ivorian authorities, characterized by significant financing initiatives that have propelled the country’s economic and social development.
