Conducting the dialogue within Congo’s borders

The discussions should take place exclusively on national soil, reaffirming the sovereignty of the Congolese people in addressing their challenges.

Ensuring inclusive yet structured participation

The PSDV supports inclusivity principles but insists on realistic and structured participation modalities, aligned with the DRC’s international commitments. The dialogue should include:

• Representatives from the political majority
• Unarmed opposition figures
• Civil society representatives
• Key political personalities

Regarding armed opposition groups, the party advocates for continued negotiations outside the country to finalize agreements such as the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington Agreement. These efforts must align with the binding obligations of UN Security Council Resolution 2773, a cornerstone for sustainable conflict resolution.

Leadership and facilitation

The Head of State must play a central role in overseeing the dialogue, as mandated by Article 69 of the Constitution.
