Gabon’s land registry goes digital as economy ministry joins SNEDAI GROUPE protocol

The drive to overhaul Gabon’s land and cadastral system took another step forward with the Ministry of Economy formally joining the protocol framework alongside SNEDAI GROUPE. The partnership aims to deliver a fully computerised, secure and interconnected land administration platform — one designed to make property records more reliable, pinpoint parcels with greater accuracy, cut down on duplicate or overlapping claims and strengthen the traceability of every land transaction.

The reform aligns with Pillar III of the National Growth and Development Plan (PNCD) 2023-2030, which places administrative modernisation and the expansion of digital public services at its core. Digitising land management is expected to speed up procedures, make them easier to understand and offer stronger guarantees to users, while feeding into the broader Gabon Digital agenda for a more connected public administration.

SNEDAI GROUPE presents its roadmap to the economy ministry

Following the signature, SNEDAI GROUPE representatives walked the Minister of Economy through their company’s capabilities and gave an update on work already under way with the Ministry of Housing. Discussions confirmed that the project has reached the stage of validating the technical specifications, the step that precedes the launch of a pilot phase.

Thierry MINKO welcomed the progress achieved and congratulated the teams involved. He also announced that a working session would be held shortly to allow a more detailed presentation of the various projects SNEDAI GROUPE is pursuing.

Three meetings, one digital transformation agenda

The gathering follows two earlier encounters focused on the digital transformation of public services.

On 14 September 2026, the Minister of Housing, Mays MOUISSI, signed a memorandum of understanding with SNEDAI GROUPE dedicated to land digitisation. That project provides for building a reliable database, precisely identifying parcels, reducing duplicates and overlaps, and connecting the new tools with existing digital systems.

A second meeting then brought together Mays MOUISSI, the Minister of Planning and Prospective, Louise Pierrette MVONO, and a SNEDAI GROUPE delegation led by its Chairman and CEO, Adama BICTOGO. That session, devoted to the digitisation of land and civil status records, examined the group’s technological expertise, the different components of the project, their costs and the financing arrangements. SNEDAI GROUPE signalled its readiness to support the project’s launch through a pre-financing mechanism.

Participants also stressed the need for close coordination between the administrations involved. Designating focal points and setting up joint monitoring were among the measures considered to smooth exchanges and accelerate the technical preparation of the project.

With the Ministry of Economy now on board, that institutional coordination widens further. The ultimate goal remains unchanged: equipping Gabon with a land and cadastral system that is more reliable, more transparent and better secured, while gradually simplifying administrative procedures and improving the quality of service delivered to users.
