The 15th Morocco-France High-Level Meeting (RHN) is set to take place this Thursday, July 16, in Morocco. This significant diplomatic event coincides with the official visit of French Prime Minister Sébastien Lecornu, accompanied by several key government officials. Established in 1997, this meeting serves as a crucial platform for dialogue between the two nations, with the previous edition having been held in Paris in December 2019.
This latest session underscores the revitalized dynamic in Franco-Moroccan relations, a process that has been actively unfolding over the past two years. It offers an invaluable opportunity for members of both governments to engage directly on the strategic priorities of their bilateral partnership and to review the progress of various cooperation initiatives under the “reinforced exceptional partnership” framework, established in October 2024.
The visit will commence with one-on-one discussions between the French and Moroccan Prime Ministers. Subsequently, members of the French delegation will hold separate meetings with their Moroccan counterparts to delve into specific areas of cooperation across various sectors.
A plenary session of the RHN will form the centerpiece of these proceedings, co-chaired by the two heads of government. During this session, each ministerial pairing will present the outcomes of their bilateral exchanges and outline the shared priorities identified for the coming years.
The meeting will culminate with a summary presented by the Ministers of Foreign Affairs from both countries, followed by the formal signing of numerous bilateral agreements spanning diverse cooperation domains.
A joint press statement by both Prime Ministers is also anticipated at the conclusion of the working sessions, preceding a luncheon hosted by King Mohammed VI and presided over by the Head of Government.
extensive agreements across key sectors
In total, approximately fifteen agreements are slated for signing, targeting sectors deemed vital for the Franco-Moroccan partnership. These include decentralized cooperation, significant railway infrastructure projects such as the proposed Rabat Regional Express Network (RER), water management, regional development for Casablanca-Settat, civil aviation, cultural exchange, and educational initiatives.
In the energy sector, both nations are committed to advancing the identification of projects for a potential electrical interconnection between Morocco and France. This effort builds upon the strategic partnership for energy cooperation, connectivity, and energy transition, which was formalized during the French President’s state visit to Morocco in October 2024.
Regarding defense, Paris and Rabat intend to deepen their dialogue in the fields of armaments and the defense industry, actively seeking out new avenues for collaborative opportunities.
Culture also features prominently on the agenda, with plans for launching artistic residency programs, enhancing exchanges in cinema, audiovisual production, and video gaming, alongside a strategic partnership between the Institut du monde arabe and the Moroccan Ministry of Youth, Culture and Communication.

The French delegation, led by Prime Minister Sébastien Lecornu, includes twelve other government members. Among them are Laurent Nunez, Minister of the Interior; Catherine Vautrin, Minister of Armed Forces and Veterans Affairs; Roland Lescure, Minister of Economy, Finance, and Industrial, Energy, and Digital Sovereignty; Jean-Noël Barrot, Minister for Europe and Foreign Affairs; Catherine Pégard, Minister of Culture; Philippe Tabarot, Minister of Transport; and Anne Le Hénanff, Minister Delegate for Artificial Intelligence and Digital Affairs.
Senator Christian Cambon, who presides over the France-Morocco friendship group in the Senate, and Deputy Karim Ben Cheikh are also part of the visiting delegation. They are scheduled to meet with the presidents of both chambers of the Moroccan Parliament.
On the sidelines of the RHN, the French delegation will visit the Mausoleum Mohammed V for a moment of reflection and to lay a wreath in tribute to the founding monarchs of contemporary Morocco.
This 15th high-level meeting is strategically positioned between two state visits: that of French President Emmanuel Macron to Rabat in October 2024 and the planned visit of King Mohammed VI to France. It is expected to significantly contribute to preparing the subsequent phases of the Franco-Moroccan partnership, including preparatory work for a prospective bilateral treaty.
